Progressive Safe System FAQs

The Progressive Safe System (PSS) is a safety standard for heavy goods vehicles (HGVs) that aims to reduce the risk to vulnerable road users, such as pedestrians and cyclists. It’s an upgrade to the Direct Vision Standard (DVS) Safe System, and requires fleet operators to install the PSS on their HGVs over 12 tonnes that operate in Greater London from October 28th 2024.

The Progressive Safe System (PSS) is a set of safety features that can help protect vulnerable road users (VRUs) and improve the safety of your fleet. The PSS is an enhanced version of the Direct Vision Standard (DVS) Safe System. It requires fleets to install technology that can identify VRUs, such as cyclists, pedestrians, and motorcyclists, and alert drivers to them when they are in the vehicle’s blind spot. The PSS also includes driver assistance systems like Blind Spot Information Systems and Moving Off Information Systems, and improved sensor technology to reduce false alerts.
The PSS is required for low star-rated vehicles to meet the 3-star rating needed to operate legally in Greater London as of October 2024.

You can check your fleet’s star rating on the TfL website by submitting your Vehicle Registration Number (VRN). https://tfl.gov.uk/modes/driving/dvs-safety-permit-application/

To apply for your DVS permit you will need to go directly to the Transport for London website. Please be mindful that applications require 2 photographs and may require additional supporting documentation to complete the application.

You can gain compliance for PSS 24 with the use of either radar sensors or AI cameras as long as you has a blind spot information system and a moving off information system.

The Direct Vision Standard (DVS) Progressive Safe System (PSS) requires the following equipment to be fitted to heavy goods vehicles (HGVs) above 12 tonnes gross vehicle weight:
  • Camera Monitoring System (CMS): Fitted to the nearside of the vehicle to eliminate blind spots
  • Class V and VI mirrors: Fitted to the front and nearside of the vehicle, or replaced by a CMS, or a combination of both
  • Blind Spot Information System (BSIS): Fitted to the nearside of the vehicle to detect vulnerable road users
  • Front Sensor Detection / MOIS: Fitted to the front of the vehicle to warn the driver of the presence of vulnerable road users
  • External pictorial stickers and markings: Displayed on vehicles to warn vulnerable road users of hazards
  • Audible vehicle manoeuvring warning: Warns vulnerable road users when a vehicle is turning left

TfL says that to qualify for the grace period, you will need to provide evidence that you have installation works arranged to fit the PSS but that this is scheduled for after October 28th, otherwise you will still be fined for non-compliance prior to the new, extended grace period ending on May 4th 2025.
